Ulaanbaatar, capital of the Republic of Mongolia, is considered, after Yakutsk, the coldest capital city in the world. Where a temperature of 49 Celsius degrees below zero was reached.
Here normal life can be done, although with a very cold environment. The coldest season of the year is when the Siberian anticyclone arrives, which lowers the temperature between -40 and -49 Celsius degrees.
Greenland (56.180 inhabitants)
